Noa develops training for implementing data-based management under the Learning and Training area, alongside accompanying organizations to develop a theory of change and a measurement system under the Data and Measurement department.

Noa has extensive experience in developing and managing social programs, managing organizational knowledge, and creating data-based work and learning routines in the public and social sectors, and the intersection between the two.
In her previous roles, she managed the social activism department at the Jerusalem Municipality Youth Center. Before that, she facilitated groups for the "Gesher Educational Enterprises" association and managed an academic mentoring program for the Dean of the Hebrew University.
Noa holds a BA in Community Social Work from the Hebrew University and is a graduate of various training programs: a facilitator training program, a resource development course in nonprofits, a community management course, and more.
