Maor Shay holds a Ph.D. in Criminology from the Hebrew University of Jerusalem, which she completed in 2021. During her studies, she participated in a large-scale research project focusing on data analysis from diverse sources. Her research examines the relationship between place-based characteristics and crime rates, utilizing crime trajectory analysis and spatial analysis in the context of crime. As a research fellow at the Institute of Criminology, Maor led a major research project in the field and co-authored published academic papers. In addition, she participated in conferences, workshops, and projects with governmental entities in Israel and abroad.
Alongside her research activity, Dr. Shay has extensive experience in academic teaching and training. She served as an adjunct lecturer at the Hebrew University, teaching undergraduate and graduate courses at the Institute of Criminology. As part of this role, she also lectured to police officers and commanders, focusing on integrating contemporary criminological research with practical, place-based law enforcement strategies.
Currently, Maor leads outcome-oriented project development in the research and development team. In her role, she analyzes various social issues, such as early childhood, domestic violence, single-parent families, and mobility mapping. She leads the development of outcome-oriented projects, examining various economic models alongside data analysis, variable mapping, and an understanding of public policy, all while working closely with government ministries, NGOs, and private entities.
