Graduated with a BA in Philosophy, Economics and Political Science from the Hebrew University of Jerusalem. With experience in public work in the Accountant General's Office of the Ministry of Finance, where he worked in the Social Ministries Division and was responsible, among other things, for state support for public institutions.
