"Preparing for Life" is a unique program led by the Yated program – of the Ministry of Welfare and the National Insurance Institute Funds, providing comprehensive frameworks for young people at risk from diverse populations in Israel. During its development, the program adopted an innovative approach—piloting the model through five different NGOs, each specializing in working with a specific population.
To ensure consistency in work methodologies and evaluation processes, the decision was made to develop a unified Theory of Change and shared outcome measures applicable across all populations, models, and organizations. Following a brief learning process, we convened for collaborative workshops to define the core theory of change —establishing what is shared, what is essential, and what allows for creativity and uniqueness in each preparatory program. Based on these discussions, we identified the key and mandatory outcome measures, reflecting the rich diversity of Israeli society.
The shared logic model serves as a guiding framework for developing both common and distinct interventions across all Preparing for Life programs. It has fostered a unified professional language that connects the various programs under a common vision while allowing each initiative to express its uniqueness through tailored activities and outputs leading to agreed-upon outcomes. Additionally, the model provides a foundation for measuring progress and learning across different program models.
Moving forward, the logic model and outcome framework will serve as the foundation for an evaluation and measurement process, as well as the research studies that will accompany the program's ongoing development.
