Developing Data Strategy for Managing the Senior Citizens Field in Local Authorities

The Project

SFI Group supports local authorities in developing data strategies for managing various domains within the municipality, including welfare services. As part of this work, social services departments in three different local authorities were guided through a process in which a dashboard was developed to manage the domain of the senior resident population within the municipality.
In the initial phase of the project, the relevant business questions and key issues for managing this domain were defined. These formed the foundation for the dashboard’s development. This process was carried out in collaboration with professional staff from the municipal social services department, the information systems and strategy teams, and additional stakeholders as needed.
Subsequently, a full specification of the dashboard was created, incorporating an analysis of the needs of different users in their day-to-day work routines. Based on this process, a dashboard was developed on a BI platform, enabling the department head and field social workers to analyze data about the population—both for policy-making purposes and for providing individualized responses to residents.
In addition, supportive work routines were established for utilizing the dashboard in decision-making processes.
The database created for the dashboard integrates data from internal municipal systems (such as property tax and welfare systems), administrative data (including data from the Ministry of Interior's population registry, the National Insurance Institute, and the Ministry for Social Equality), and data from a dedicated survey conducted for this purpose.

The Impact

The measurement tools developed in this process, the defined work routines, the data infrastructure, and the data strategy all enable the participating municipalities to build and maintain an up-to-date database on their senior residents. This, in turn, supports more informed decision-making based on accurate and current data, ultimately allowing for the provision of better, more precise, and more efficient services to residents.
